2008 World Photojournalism Festival is hosted by the Information office of Chinese State Council, Liaoning government, Shenyang government while is undertaken by SHENYANG MT.QIPANSHAN INTERNATIONAL SCENERY TOURISM DEVELOPMENT ZONE and GAMMA (PEKIN) CULTURE MEDIA CO. LTD. TOPS, with China Pictorial as its co-organizer, is by far the only grand culture activity that interacts with world famous photography festivals, photography competitions and images products transactions in China. With the principle to tightly connect China and Shenyang municipal culture with the mainstream of world culture while to add new international elements to the cultural originality industry in China, TOPS will be held during 22/06/2008-22/07/2008 in Shenyang, China. The total amount of pictures assumes to be 10,000.

Internationalization: TOPS is going to invite the world famous big international news services, international picture groups, world famous publishers, world influential magazines, world famous newspapers, other international photography hosting agencies, agencies hosting important news photography competitions such as CHIPP, world famous images culture art centers and press-photographers and senior photographers from 39 countries and regions.

Academic: TOPS is going to organize numerous of thematic activities which will be presided by worldwide authoritative agencies. Being extensive, the activities include pictures appreciation with comments of specialists, needs of global picture markets, projection lectures by world famous photography specialists, lectures on the history of nude photography, the seminar of the artistry of documentary photography.

Commercialization:TOS aims to make a most direct and smooth sales platform for the image works of Chinese photographers entering into the international market. The presidents of other international photography festivals will personally choose senior pictures and take them back to their countries to join exhibitions and competitions. Publishers and chief editors of magazines and directors of pictures will also choose the pictures of Chinese photographers and make the transaction. Specialists from Pompidou Center and European Photography Family will make agency contracts with Chinese photographers for collection and auction. World famous professional photography equipment companies will also make propaganda and popularization activities during the festival.
